George Finney, entonces supervisor de Morrison en CWS, propuso un enfoque voluntario a nivel de red. El concepto fue desarrollado por Morrison y otros investigadores, entre ellos J.P Myers, primero en la Academia de Ciencias Naturales de Filadelfia y luego en National Audubon Society.<\/p>\n

Myers y Pete McLain (Departamento de Pesca, Vida Silvestre y Caza de Nueva Jersey) presentaron el concepto de una red de sitios para aves playeras a la Asociaci\u00f3n de Agencias de Pesca y Vida Silvestre (AFWA, entonces Asociaci\u00f3n Internacional de Agencias de Pesca y Vida Silvestre) en 1984. AFWA adopt\u00f3 el concepto y, junto con World Wildlife Fund-US, comenz\u00f3 a avanzar la red, ahora llamada formalmente WHSRN. Este concepto llam\u00f3 la atenci\u00f3n de los administradores de vida silvestre en toda Norteam\u00e9rica. Pronto se unieron otras organizaciones, entre ellas National Audubon Society, CWS y Manomet.
